22 cm.honey coloured jointed bear

It's a 22 cm.honey coloured jointed bear that came from Harrods. It has HH embroidered on his right foot, a thin ribbon around his neck, and a label that says Pamela Ann designs GNS 39 Frognall DPG St James Peterborough PE6 8RR He is about 25 years old and was a gift to my niece when she was 2 years old. Can you tell me any more about him? As it was a present I have no idea how much was paid for him. His arms and legs are very hard and his fur is rather thin and shaggy. He has black eyes and a brown stitched nose and mouth.Thank you!
