Antique german bear

I received this bear from my father, He had it in an envelope that said 70 year old antique german bear. He said it was his when he was little. Im trying to find out some basic information and seems very unique to all the other bears i have seen online. This bear has a metal protrusion located on its lower back, it moves left right up and down, and you control the head movements with it, almost like a small puppet. The arms and legs are hinged and allow movement. About 5 inches long / 18cm. Any info appreciated.
