Cardboard disc limbs, wood shavings inside?!

Cardboard disc limbs, wood shavings inside?!

This bear was given to me by my great grandmother when I was born and I’m no spring chicken! Came across it recently and was intrigued to find out some more.

He’s 25cm / 10 inch’s tall in the standing position. Or 20cm / 8 inch’s sitting down.
His head is attached to his torso by what looks like white string.
He has wooden or cardboard discs to actuate his limbs and his stuffing looks like fine wood shavings and a dark grey fluff mixed together , I know this as he has a split to the back of one leg.
He has 3 claws per pore
His eyes are amber and very translucent with a large black pupil

His head is quite firm and makes a slight crunch when squeezed. Poor chap! .

Thank you for any information
