Is it a bear or is it a dog?

This guy was purchased around 30 years ago in the UK in an antique shop. The seller said he believed him to be made in the 1930's. He had a music box inside with a turnkey on his back or tum (I can't really remember). He was attacked by the dog around five years ago and suffered this terrible repair job where they sealed up his music and gave him really weird limbs.

We now don't even remember if he is a bear or a dog. We think the ribbon might be original. He has been attacked again today and we are sending him off to be repaired at a more appropriate facility where he can regain his youth however we would really like to be able to advise his carers whether he should try and make him more dog like or more bear like.
