"Peterle" - my grandfather's teddy

As my grandfather was born in 1908, "Peterle" was bought short time after. Golden mohair, metall joints (head, arms, legs) similar to those of Steiff, yet not from Steiff (neither button nor hole in the ear), paws not felt, but normal cloth, eyes white glass, hump, three claws. Size about 42 cm from toes to ears. Loved by three generations... Does anybody have an idea who made this cute teddy?
