Steiff Teddy Bear

I found a Steiff teddy bear at an estate sale. It has a silver button with yellow tag that says “Steiff” on the ear in cursive lettering. It’s head moves however his joints don’t. His legs are splayed. I can’t find any information on him. I think he is made of mohair and his eyes are glass. He is crunchy when you squeeze him. He had on leather boots which look old but I’m not sure they belong to him. Do you recognize him? Any information you can give me would be greatly appreciated it. Thank you.
