Vintage Super Hero Looking Bear With Letter J On Chest

Came across this bear when sorting my late grandmothers attic, I hadn't see it before and wondered if anyone knows who (if any) the character is?

The bear is approx 14" inches tall and has a removable zipped normal looking teddy fabric material over cover which when taken off reveals a superhero looking character in a red suit and blue fabric boots, has a white belt with metal buckle and the letter "J" on a super ted looking white background,

The arms and legs rotate but the head is fixed
