Who am I? Am I special?

I picked this bear up at an estate sale. He was with a bunch of other plush from the late 1960’s. He has fully jointed arms, legs, and head. He has a hump under his head on the back side of him. In the front center of his upper chest he has a string hanging, where I suspect a tag once was located. I felt around in his ears (thinking Steiff), and there is a notch/small hole inside of the left ear (might be where a button once was). Nose looks hand sewed. Red ribbon bow around his neck. Very soft fur, bottom of paws made a felt like material. He is around 16” laying flat out.
